초록/요약
본 연구는 전국의 지방자치단체에서 시행되고 있는 400여개의 도시재생 사업과 관련하여 도시재생의 의미와 역할, 기능등을 살펴보고 도농복합도 시인 포항시에서 추진 중인 도시재생사업의 현황 분석과 지속 가능한 도 시발전의 관점에서 볼 때 도시재생사업 및 도시구조 기능상 무엇을 보완 하게 하는지 등에 관해 연구를 진행하였다. 본 연구는 특히 포항시에서 추진되고 있는 여러 유형의 도시재생사업 중 중심시가지형과 경제기반형을 분석·검토를 통하여 도시재생사업 자체 의 추진은 물론이고, 도시 전체의 도시구조 및 기능 향상, 인구증가등 지 속가능한 도시발전을 위해 앞으로의 도시재생 방향에 대한 정책적인 제안 을 하기 위한 것이다. 이를 위하여 국내외 도시들의 성공 및 실패사례들과 관련 이론들을 짚어보고, 포항의 도시재생사업 추진과정에 있어서 중앙정 부의 성과지표 관리 등이 타당한 지를 검토하였다. 또한, 도시재생은 도시관리 방법으로서 특히, 지방중소도시의 재생은 그 지역자산을 활용한 특성화된 전략, 도시해안, 해양과 하천변을 활용한 수 변도시 구축, 도시조직 맞춤형 소규모 개발유도, 지역주민참여 활성화 등 의 방법으로 확대되어야 할 것과 이로 말미암아 파생되는 문제점들, 예를 들어 지가의 상승, 교통 혼잡, 젠트리피케이션등 문제들을 최소화 할수 있 는 방안도 함께 모색해야 할 것이다. 연구의 경과로 볼 때, 본 연구는 설문조사를 통하여 시민들이 도시재생 의 중요성을 비교적 잘 이해하고 있음을 파악하였으나, 정부의 정책방향에 입각하여 지속가능한 성공적인 추진이 가능할 것인지에 대한 의문도 내포 하고 있다고 생각된다. 주민의견 조사결과, 도시재생의 성공을 위하여는 자영업을 포함한 경제 활성화 및 일자리 창출, 그리고 지역자원의 개발로 경제기능 회복을 꼽았 으며, 중앙정부의 마중물 사업이후 도시재생의 연속성을 위하여는 중앙정 부의 계속적인 재정 지원과 조금 더 과감한 대 규모의 개발을 위한 지역 의 확대와 도시재생 사업을 테마파크, 공원, 녹지대, 커뮤니센타도 포함해 줄것으로 나타났다. 특히 전문가그룹은 도시재생의 성공적인 추진을 위한 거버넌스시스템의 작동과 민자유치의 중요성을 매우 강조하고 있다.

This study analyzed various types of urban regeneration projects in Pohang, and proposed future directions of urban regeneration for sustainable urban development in Pohang, including urban structural and functional improvements and economic and industrial improvement. Thus, this study analyzed various, say 400 or more successful and failure cases of urban regeneration in the world. This study also analyzed the current status of urban regeneration in Pohang: whether the central government's indicators were reasonable and/or appropriate in implementing Pohang's urban regeneration projects; what kind of problems were showing up in implementing related public policies?; whether the regeneration projects in Pohang could continuously performed well after implementing the 2~3 year central government projects; what kind of policies and/or efforts have to be established and performed to accomplish sustainable and continuous successes in urban regeneration in Pohang?; what kind of polices and/or efforts have to be established and performed, especially in the small and medium-sized cities?; what kind of specialized strategies have to be established to utlize local assets such as the green way. According to questionnaire survey, citizens of Pohang understood importance of the urban regeneration relatively well, but they are not sure whether urban regeneration projects could accomplish sustainable and continuous successes with current government's policy directions and supports. According to the survey, citizens thought that a success of the urban regeneration should include real economic improvements in the target area, including job creation for the residents along with physical improvements. Also, the project should be performed in connection with other areas of Pohang. It means that the projects should be performed not only for upgrading of the area, but also for other areas improvements through variosu networking efforts. In the long-run, citizens as well as expert groups should emphasize the importance of operating a local governance system for successful promotion of the sustainable urban regeneration. The urban regeneration project are to improve dilapidated old downtown areas through attracting more population and upgrading economic activities, while discouraging too much expansion of suburban areas. In order to accomplish successful and sustainable urban regeneration of the Joon-Ang-Dong Regeneration Project, 1) it is necessary to operate the local governance system better ways, constituted of project area residents, academia, NGOs, local business, and local governments. 2) private investments should be promoted continuously. 3) the project should develop certain landmark facilities for the area as a local brand to attract people and economic investments.
